What Is Cedar City Deciding Nov. 4 on Iron Horse? Quick Answer

The Cedar City Council holds three public hearings at its Wednesday, November 4, 2026, work meeting, starting at 5:30 p.m. They cover an Iron Horse development agreement allowing 50-foot buildings in Mixed Use instead of 35 feet, a rezone from RA to MU near 2300 W Cross Hollow Road, and a rule for unlisted uses.

This brief is based on the city's public hearing notices and the Oct. 20 Planning Commission packet. The Nov. 4 agenda was not yet posted on the city's Agenda Center when we checked on November 2, and we did not find the Planning Commission's Oct. 20 vote.

What Are the Three Hearings?

  • Development agreement, about 2415 W 1250 S (Iron Horse RDO): the city's planning notice says the request is to let a building or buildings exceed the Mixed Use zone height limit, with 50 feet allowed in place of the current 35.
  • Zone change, near 2300 W Cross Hollow Road (Iron Horse RDO): from Residential Agricultural (RA) to Mixed Use (MU).
  • Ordinance 26-III-21 (permitted and conditional uses): new language creating a process to decide whether a use missing from the use table matches an existing use or is new or unlisted, and bringing a new or unlisted use to the City Council for classification if necessary.

What Did the Planning Commission Discuss?

The Oct. 20 packet includes a record of the commission's Oct. 6 discussion of the rezone. In it, a representative of the development team said the area is on the north side of the project, near city-owned land and Walmart and Home Depot, and that the Iron Horse overlay already shows mixed use there. The representative described the area as becoming more commercial, with a large office building. The record shows a unanimous positive recommendation to the Council on the RA-to-MU rezone.

On height, the representative said two planned projects are three-story commercial buildings that would need more height than the zone allows. Commissioners asked for a separate discussion of why Mixed Use is limited in height. The discussion record refers to a 30-foot limit, while the city's notice says 35 feet.

How Do I Take Part?

The meetings are in the City Council Chambers, 10 N. Main St. The city says council meetings stream live on YouTube on Wednesdays at 5:30 p.m. The notices say the public is encouraged to attend. See our Cedar City guide for more local government coverage.
