What Did La Verkin Decide on the Rezones? Quick Answer

On October 21, 2026, the La Verkin City Council approved two rezones at 740 N. Main Street (SR-17) from commercial to Multi-Family Residential (R-3-6), each by a 4-1 vote. It then rejected a request to rezone 3.03 acres between 300 South and 100 West to High Density Residential (HDR-11) for 8 single-family lots and 20 apartments, 3-2. After that vote, the applicant withdrew a related request for 1.97 acres of commercial zoning.

This report is based on the draft minutes of the Oct. 21 meeting, which were in the council's Nov. 4 packet for approval. Draft minutes can be corrected before they are adopted.

What Was Approved at 740 N. Main?

Both approved ordinances list the same tax ID (LV-159-A) and address, 740 N. Main Street and SR-17, and change commercial zoning to R-3-6, La Verkin's existing multifamily zone. Councilman Scot Pectol moved to approve each and Councilman Darren Prince seconded. Pectol, Prince, Micah Gubler and Amanda Barr voted yes; John Valenti voted no both times.

According to the minutes, staff member Fay Reber told the council the Planning Commission recommended approval of these two requests. Staff member Derek Imlay said R-3-6 on the property would allow fourplexes at most. Valenti moved to require a development agreement, which would let the council review the building layout, but the motion got no second. Reber explained that without an agreement, the owner can build anything the R-3-6 code allows.

Why Did the 300 South and 100 West Plan Fail?

The Planning Commission recommended denial of both requests for this land; the minutes say it voted 2-3 against the commercial piece. Applicant representative Chase Stratton told the council the plan had been revised after feedback: eight single-family lots of about 7,800-7,900 square feet along 100 West, with five fourplexes (20 apartments) behind them, 28 units in all. He offered to tie that layout to a development agreement.

The council agreed to vote on the residential rezone first, since the applicant needed both pieces. Prince moved to approve HDR-11 with a development agreement limiting the project to eight single-family homes and 20 apartments, no more than two stories and 30 feet. Pectol seconded. Pectol and Prince voted yes; Valenti, Gubler and Barr voted no. The applicant then withdrew the commercial request.

During the discussion, Valenti said the request did not fit the city's 2018 general plan, which is being updated. Gubler said neighbors were concerned about apartments near established homes on 300 South and 100 West. Barr said residents told her they value the open fields and want growth controlled.

The minutes also record that Pectol, Gubler and Barr declared a conflict of interest on items 1 through 4. They do not describe the conflicts.

What Happens Next?

  • The council had the Oct. 21 minutes on its Nov. 4 consent agenda for approval. We have not yet seen a record that they were adopted as written.
  • La Verkin is updating its 2018 general plan. The minutes say the draft will have a public hearing before the Planning Commission.
  • Council members also discussed proposed Verkada camera locations at city sites; no action was taken, and funding will come through a budget amendment.

Elsewhere in the Hurricane Valley, Hurricane weighed a general plan change for 83 acres near SR-7 and a Kachina Ridge hearing off Highway 59, and Toquerville has a Nov. 18 hearing on a 200-acre annexation. See more on La Verkin.

What Is Not Yet Known?

  • What will be built at 740 N. Main and when.
  • Whether the 300 South and 100 West applicant will bring back a different proposal.
  • Whether the Oct. 21 minutes will be changed before adoption.
