What Is on the St. George Planning Commission's Nov. 10 Agenda? Quick Answer
The St. George Planning Commission holds five public hearings at 5 p.m. on Tuesday, November 10, 2026, at City Offices, 61 S Main Street. The biggest: a request for more height for the Downtown Curio hotel at St. George Boulevard and 200 East, a change from low to medium density on 232 acres in Desert Canyons, and a 47.5-acre rezone east of The Ledges for single-family homes.
This report is based on the hearing notices the city posted on Oct. 30 and the City Council's Nov. 5 agenda and packet. The Planning Commission makes recommendations; the City Council has the final vote on these items.
| Case | What is proposed | Where |
|---|---|---|
| Downtown Curio Amended (2026-PDA-023) | More height to enlarge Phase 1 hotel conference rooms, plus other architectural and site changes | NW corner of St. George Blvd and 200 East; about 3.24 acres |
| Desert Canyons North/East (2026-PDA-024) | Low to medium density on about 232 acres; land use boundary changes on about 272 acres | East of Southern Parkway, north of Desert Sky Parkway |
| Tolman Property (2026-ZC-017) | Rezone about 47.5 acres from Gravel and Grazing to R-1-10 (10,000 sq. ft. lots) | East of The Ledges' Northgate Peaks, west of BLM land |
| McDonald's Desert Color (2026-PDA-022) | New building materials and design for an approved McDonald's on 1.28 acres | West of Desert Color Parkway, just south of Southern Parkway |
| The Preserve at Tuweap (2026-ZC-018) | Rezone about 1.56 acres from planned office (PD-AP) to planned residential (PD-R) | North of 2000 North, east of Tuweap Drive |
Why Does the Downtown Curio Hotel Want More Height?
The notice describes the Downtown Curio Planned Development Commercial zone on about 3.24 acres at the northwest corner of St. George Boulevard and Temple Street (200 East). The amendment asks for additional height "to increase the size of the hotel's conference rooms in Phase 1 of the project" and for other architectural and site changes. The applicant is FFKR Architects, represented by Steven Beesley. The notice does not give the current or proposed height.
What Changes in Desert Canyons?
Desert Canyons Development, Inc., represented by Curt Gordon, asks to amend the Desert Canyons Planned Development so about 232 acres move from low to medium density, and to shift land use boundaries across about 272 acres east of Southern Parkway and north of Desert Sky Parkway. The notice says approval would amend the land use designation, not the zoning. Desert Canyons was also on the council's Oct. 22 agenda; see our Oct. 22 council report. Families in the area may also want our report on the Desert Canyons Elementary boundary change.
The Other Three Hearings
- Tolman Property: DSG Engineering (Logan Blake) asks to rezone about 47.5 acres from G&G (Gravel and Grazing) to R-1-10, east of The Ledges of St. George Northgate Peaks development, south of the Washington County line and west of BLM land.
- McDonald's Desert Color: Dominion Engineering (Darrin Perkes) asks to change the building materials and design of a previously approved McDonald's on 1.28 acres west of Desert Color Parkway, just south of Southern Parkway.
- The Preserve at Tuweap: Rosenberg Associates (Jared Bates) asks to rezone about 1.56 acres from PD-AP to PD-R, north of 2000 North and east of Tuweap Drive.
Also: What's on the City Council's Nov. 5 Agenda?
The council meets at 5 p.m. Thursday, Nov. 5, at City Hall, 61 S Main Street. Besides the owner-occupied short-term rental discussion in its work meeting, the agenda includes:
- Card processing goes local: State Bank of Southern Utah would replace Wells Fargo Merchant Card Services everywhere except the airport parking machines, whose Skidata system uses the Wells Fargo platform. Staff says the bank offered the lowest cost of five vendors interviewed, will provide card machines at no cost and will save the city $3,150.
- SR-7 Exit 5 interchange: a $440,777.56 agreement with Stanley Consultants for construction engineering management on the interchange project.
- Street and reuse bids: $157,300 to Superior Asphalt for crack sealing (low of eight bids) and $120,281 to Ground Worx Corp. to crush asphalt and concrete rubble at the reuse center.
- Budget amendments (Resolution 2026-023R): rolling forward park bond money for the Middleton Wash Trail ($211,000), Southern Hills Park ($29,000), Las Colinas (River Bend) Park ($36,000) and new Vernon Worthen Park restrooms ($617,000). Also a $48,202 reimbursement to replace about 23,601 square feet of turf near St. George Boulevard and 1000 East, a $30,103 federal JAG grant for police equipment and a $4,000 Walmart grant for Shop with a Cop.
- Desert Haven: a Hillside Development Permit for about 55 acres south of Fort Pierce Wash along the Utah-Arizona border, allowing disturbance on 20–40% slopes. The Planning Commission recommended approval 6–0.
- Wreaths Across America: waiving police escort fees (estimated at $130 per officer per hour, two-hour minimum) for the Dec. 19 wreath-laying at St. George Cemetery, now and in future years.
The budget memo also gives two opening dates: the Middleton Wash Trail extension, finished in September, has a grand opening on Nov. 17, and Southern Hills Park opens Nov. 18. See our November grand openings calendar.
